One of the significant aspects of a program in knowledge management can be the creation of a knowledge base. More
typically than not, the knowledge base is an informal accumulation of loosely specified items identified as knowledge to the organization. The purpose of this report is to expose and discuss some of the important issues
in more formally structuring a knowledge base. As knowledge management and their associated knowledge bases evolve more considered approaches to creating them will be needed. Four topic areas are covered in this report:
identification of measurements for the potential of knowledge, considerations about making the knowledge useful, structure and representation of knowledge, and the people who will create the knowledge base. The Table of
